Well that's a different thing but it is doable. I think you can pick up the parts cheap (fifth wheel, etc... ) from those who make toters out of tractors.

Why ? ,5th wheel is one of the most reliable part on the truck.
just go get one at the junk yard .

in Joplin, they have a large truck recovery yard, and a new Aluminum 5th wheel on display for 1,650 $.
you can call the shop at the freightliners dealership in Rochester, M.N , tell them exactly what you wish to do, surly they can get you a ball park price.

what part of the country you wish to do the work ?

That's going to be a very funny phone call.
calling all the shops around hoe specialized in starching trucks, asking them if they can shorten one...
wanna bet they'll ask you to repeat the questions !
unfortunately, you don't have mach of a choice.

anyway, the one in Minnesota is a Volvo dealership and do Volvo's all the time, they get the Volvo shcasee's and have a railroad bay for working on the frames, and 2 technicians that only work on those trucks.
they have repeating costumers hoe buy stretched out trucks from them for a few decades now.
the sleep inn motel is very good, and have a nice sport bar.
they are just next door from the airport, and connections flights to MSP are basically free, because that airport is where Delta parked it's fleet.
(it costs less to fly an empty plane to Rochester and back then to pay the MSP parking fee)
