What an overkill, who is really at fault?

Most of you have heard of the “scare†in Boston but after reading all that happened, I question the need to demand payment for damages and arresting people over something that happened in other cities and no one panicked in those cities.

I think that the city of Boston overreacted and needs to reevalute the response to thing like this.
