six inches short of being dock high

I saw this post in the truck talk forum and I kind of like that saying. In stead of saying someone's not playing with a full deck...or only has one oar in the water...maybe we could use it when we describe someone... kind of a trucker's inside joke...of course maybe I'm just "six inches short of being dock high" and I should keep my thoughts to myself.

car wash quick lube mgr 3 (too many) yrs
