Semi truck+ Cargo Van

New to the forum!

I have a few semi trucks and run my own authority. I have a friend who works as a Cargo Van subcontractor. He wants to work for me as OO. He will find his own loads.
As far as I found out, nothing is required by DOT unless he is placarded for Hazmat and he is not. What are the regulations for Cargo Vans running under Carrier? Where can I find more info? Google was not that helpful.

Must be under 10,000 pound door tag
And no that does not mean you cab haul 10,000 it means
you+gear+full tank of fuel+weight of van
Subtract all that from the door gvw tag and that is what your van can carry.
That said anything above 10k has to log and go thru scale houses.
Any thing above 26,001 has to also have a cdl license.

Question is he going to lease on to your company? I ask because it makes alot of places let you in if you have signs on the van and a mc number. Blank Van's have a harder time for some reason......
