PIERRE -- A South Dakota House panel on Wednesday endorsed a proposed constitutional amendment that seeks to block a union organizing measure being considered by Congress.
The State Affairs Committee voted 9-4 in favor of the proposed amendment that would guarantee the right to vote by secret ballot in any political election or effort to organize a union.
The measure already passed the state Senate. If approved by the full House and signed by the governor, it would be put to a public vote in the November election.
Supporters say the right to a secret ballot must be protected.
Opponents say the bill is being promoted by an out-of-state business group, and federal law would supersede any state law or constitutional provision.
