Nwe Hours of Service rules

I have found a site that had common questions asked about the new HOS rules. This one I would like a little feedback on. The question was Does the new rule require a driver to be on a 24 hour work-rest cycle. The site answer was NO. The new rules promote 24 hour work-rest cycle but does not require it. In other words, if a driver works fewer than 14 hours in a day (12 hours, for example) he is required to be off-duty 10 consecutive hours and not 12. Thus, the rule does not require that a drivers on duty and off duty periods add up to 24.
If this is the case then the two really big and main changes of the new HOS rules would be. 1. you now have to take ten hours of sleeper berth instead of eight. 2. You can drive eleven hours instead of ten. Please let me know if I am missing something else and if this is correct I don't understand the big to do.
