Is it possible for someone who is 19 with no HazMat or CDL to get into expediting. I understand that I would not get hired by Panther II,Fed Ex CC, Express 1 or other major players. But would someone with a small fleet consider hiring me to run a cargo van? Or is this all un-heard of? Either way I will keep trying local logistical companies around Atlanta, and I'll put in a plug on the drivers wanted section. Thank you for time again!

Your age is the factor that will keep you from running with a major player, so you are on the right track. If you find a smaller local company that can work with you - jump on the opportunity even if it is not ideal. You can gain valuable experience in the business.
Please keep in mind that it is the Insurance companies that uderwrite the (cargo and general) liability insurance for these companies that dictate their requirements.

yes it is there is a company in north carlina that r hiring drivers u us there trucks do not need anything but a clean driving record cross country expedite start pay is 25% OF LOAD WHICH IS PRETY GOOD dont know name of company but its the only one in north carlina:7

Well any driving for an expedite company is going to require a CDL, even for a cargo van. And being that your not 21 you can't drive OTR, you can work in your home state all you want but don't think bout crossing that state line... If you like this kind of work I would go to work for a courier and do local work untill your 21.
