Intercooler Fan Not Spinning

I just bought a 2013 Hino 195 and I never see the the intercooler fan working no matter how hot the day is or how far the truck has driven. I'm not sure if it's the oil or transmission intercooler but I have attached a pic. Located under the passenger side in the front of the truck.

If Im not mistaken that is a second AC condenser, we have a couple of Isuzu NPRs and they have the same thing, not sure if I have ever seen that fan run either.

Yes, it's the condenser fan. It runs when the ac compressor is on. Because they're in a vulnerable location, they sometimes lock up. See if you can turn it. If it turns, put 12 volts to it and see if it works. If it's fried it may have popped a fuse, too.
