CHECK LIST

Things you need before leaving shipper:
Note: a FAST (Free and Secure Trade) card is recommended and always a good thing to have.

1) Proof of citizenship - birth certificate or passport or ?

2) Phone and fax numbers of broker - get these from your company.

3) Your company should have supplied you with the necessary copies of:
a) Canadian authority
b) Carrier peculiar PARS (Pre-Arrival Review System) stickers
c) USA Inward Manifests (necessary to get freight back to the US). Its also recommended to have the
d) Canadian form A8A (Cargo Control Document)

4) If you have a pet on board, bring your rabies vaccination certificates.

When ready to leave shipper, be absolutely certain that the BOL matches exactly what you have in the box. The shipper will give you the:
a) BOL
b) Canadian Customs Invoice (could be many pages)

Attach PARS sticker to Canadian Customs Invoice and write in your name, truck number, license plate, your carrier your ETA and your cell # in case there is a problem.
Ask the shipper to fax this to the Broker specified by your carrier. (they should have the FAX and phone #s). Also get a copy of the original with the PARS sticker.
After the papers are faxed to the Customs Broker; call them and make sure they got the fax and all the pages are there and everything looks to be in order.
Get to the border as close to your ETA as possible (remembering the 2-1/2 hour CUSTOMS minimum) and present your copy with the PARS bar code. They will wand it and if a "release" decision has already been made you are on your way. If there isn't a release decision made you will be sent to the Customs Broker's office. They will have to process the papers manually.
(Note - keep your copy to prove you faxed the paperwork. That way if customs asks why no PARS in the system you can tell them you did your part)
When you get to the border hand the officer in the primary booth the original and copy of the Canadian Custom invoice. If you clear, the officer will stamp your copy and return it to you. If not cleared the officer will direct you to the customs warehouse or compound to see your broker. The broker will either process you right away or require you to fill out an A8A form (they will have them), process your papers and send you to the customs office. The agent there will check the papers and send you on your way. You will now have either the stamped invoice copy or a copy of the A8A. save these for your records or submit to your carrier, if required. You do not need to give to consignee nor use it for re-entry to USA.

A CUSTOMS BROKER (where I have worked for over 30 years) is an agent who is appointed by the IMPORTER to act on the IMPORTER'S behalf in the IMPORTERS dealing with the Canada Border Services Agency.
The common name or term for the CBSA is Canada Customs.
Instead of typing (or saying) two words "Customs" Broker; the word Broker is used. This is understood to mean CUSTOMS Broker when discussing Border issues.

I hope this clarifies the terminology.
