Read some of the mess we pass and it really does not tell u a thing of how it is implemented, how or who does what, it is just words, just words, there is no way to understand these bills, no way, its all BS. It appears this stuff is made up at the point OF implementation by someone, somebody, but who, and when and how is a mystery, NO WONDER WE ARE FALLING PART.
