The following information applies specifically to Minnesota CDL holders that are already HAZMAT certified, but I share it here to provide an idea of what's coming to drivers in all states. Check your own state to see how the new TSA rules will affect you.

I am glad to see that the required fingerprinting can be done in a number of states. It's not something we'll have to return to Minnesota to do. The term "threat assessment" instead of background check betray an attitude many people in government now have regarding the citizens they supposedly serve. Isn't it great! Loyal citizens like us with exemplary records now get to demonstrate our cooperation by showing up for a threat assessment and paying $105 or so for the privlige.

It's exactly like someone else said in this forum (don't recall who), Government agents are rising everywhere saying, "Show me your papers."

Questions and Answers for Minnesota Drivers

Q. I have a HME, but I don’t use it. Do I have to be fingerprinted?
A. If you wish, you can drop the endorsement when you apply for another license. If you want to keep the endorsement, you must be fingerprinted before renewal.

Q. How much will the threat assessment cost? Who pays for it?
A. The exact cost has not yet been determined, although initial estimates are around $105. The driver is responsible for the cost.

Q. Where do I have to go to be fingerprinted?
A. Minnesota is waiting for approval to use the authorized TSA agent. Once approval is given, Minnesota will work with the agent to determine locations and schedules for fingerprint collection.

Q. What if I’m on the road when I have to be fingerprinted?
A. You can go to the TSA agent in Alabama, Alaska, Arizona, Arkansas, California, Colorado, Delaware, Hawaii, Idaho, Louisiana, Michigan, Missouri, Montana, Nebraska, Nevada, New Jersey, North Dakota, Oregon, Washington, or Wyoming.

Q. Can I go to my local law enforcement office to be fingerprinted?
A. No. Your fingerprints must be collected by an authorized TSA agent.

Q. Do I still have to take the HME knowledge test before I renew my CDL?
A. Yes, you are still required to pass the HME knowledge test before renewing your CDL with HME.

Q. What happens if I’m not fingerprinted at least 30 days before my CDL expires?
A. Minnesota can renew your CDL, but cannot issue you the HME until TSA gives approval. That means that you will not be able to transport HM loads in the meantime.

The way I understod the rules you get your background check and fingerprints when you renew your license , no need to do it any other time . Get your license renewed early though because the background check takes over 30 days . The way I've heard it if you wait until a day or two before your license is due to expire they'll hold your license until the background check comes back three or more weeks later .

yup, it's getting tricky. Here is where I find extream fault in their thinking. Do you think Timothy McVey would have got a hazmat endorsement and placarded his truck before his bombing? No. Do you think a terrorist would do the same? No. For obvious reasons the cargo they haul is not a legal combination of items to start with. I got my hazmat in October when my license was up for renewal. I got lucky, I have 4 years before I have to deal with it again. And with the small amount of hazmat I have hauled I wonder why I screwed the placards to my van at all.

Yesterday I passed my driving test for CDL so needless to say I was a Happy Camper so off to MV to get my CDL which closed 10 minutes before I arrived. No problem they are open on Saturday from 8am –12pm So I show up at 8am and was advised I need to follow new guidelines for HME. I tried to get additional information on what to do and where to go from web site MV said was handling process. The link is <www.hazprints.com> but for all are forbidden to enter per prompt at least for now until they get it up and running? I tried calling but they are closed till Monday morning. So it seems I'm 2 days late in avoiding this new process. According to MV in NJ I won't be required to take HME knowledge test as I previously passed it.

NJ now issues digital license with hologram and other neat tricks looks like something Timothy Leary dreamt up.

You missed it all right . You won't get the Hazmat endorsement until they've finished the background check in a month or so . They should let you have a CDL minus that endorsement right away though .

I'm wondering if you can do the background check ahead of time, just to get it out of the way? I'm not due for another year, but I don't want to get to that month, and some delay mess me up. Anyone heard how far ahead you can do this?

Most states advise getting it 60 days ahead of time . It varies state to state but most won't renew 90 days ahead of time .
