All depends on the owner, I would say most the time is would be gross. Now some include the fuel surcharge and some just pay 40% of the mile pay. A 60/40 where you get 60 + FSC is better in the long end, you'll make more money. When I drove for Panther and got 62% which was .744/mile + FSC, most the time the FSC would cover fuel so I would earn the whole .744/mile. Now if I wan on a 40% plan that would only be .48/mile.
