Fuel Surcharge

What criteria detemine if a fuel surcharge is going to be paid,and how much it will be? Who pays the surcharge? I heard that the owner-operator may only recieve a % of the surcharge. I heard that the surcharge is paid to the carrier and is determined by the gross charge for the shipment,not miles or gallons bought etc;. Then the truck owner recieved his "share" of the surcharge in his settlement. In the case of FedEX 57.5% Is this true? Is the carrier making money on the surcharge for fuel they are not paying for?

Our company, the fuel surcharge goes totally to the owner of the truck, or whoever gets the weekly settlements. If the owwner has a driver working for him, I don't know that they always pass it on.

I just found a GREAT artical at the OOIDA web sight that show how to implement a FUEL Surcharge. It even shows a letter that you might use to let your customers that they are gonna have to pay part of the difference. Check it out.
