Does anyone happen to know why the flags are currently at half mass?

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

SECTION 1. Arkansas Code Title 1, Chapter 4, Subchapter 1 is amended to add an additional section to read as follows:
1-4-128. Lowering of state flags upon death of a soldier killed in action.
As used in this section, “public building” means a structure occupied by an agency of the State of Arkansas or its political subdivisions;
The State of Arkansas shall honor and pay tribute to a member of the armed services who is killed in action by lowering all state flags located on public buildings to half-mast from the time notice of the death of a member of the armed services is received and for a period of three (3) days thereafter.
This section only applies to a member of the armed services who was a resident of the State of Arkansas at the time of his or her death.

That could be it, but all flags were half massed around here even the Stars and Stripes.
