FedEx CC vans back on percentage pay?

Yesterday down here in Laredo I was talking with a FedEx guy and he mentioned that FedEx will be back to percentage pay for vans shortly. Is this true? Anyone knows any details?

Only for accessorial charges. Still on flat rate of $.85 per loaded mile. This is per Contractor Relations.
