Teaching never has been about getting paid for excellence. Ever. It used to be that men were paid more than women, white more than blacks, secondary school teachers got paid more than elementary school teachers, and everyone got paid very little. They instituted a time-service based pay scale where you get paid more the longer you work. Tenure is part of that.
