Owner Operators are "Independent Contractors". Not many companies (carriers) will offer such benefits to their contractors. It's not that the carriers do not want to help out their contractors. It is the risk that the contractor COULD be classified as an employee should a Worker's Comp claim, injury from accident or problem arise from a tax issue (ie... contractor did not pay his income taxes).

I had researched this issue in the past, looking for a way to put together a group program for our independent contractors. From my dwindling memory, some of the issues with putting a group policy together for contractors were:
* The group of contractors themselves would need to form an organization (company).
* The policy would have to be in the name of the organization of the independent contractors.
* The organization would have to administer the payroll, payroll deductions, workers comp, etc for the group of contractors.
* Problems could easily arise with the constant entry of new members and the exit of existing members.
* Finding a contractor or two to administer all of the above while out on the road operating their vehicles would be a challenge.
