I've been looking for threads on how to decipher ads, without much luck. So here's my chance.
Does the line "65 % ..." mean that the weekly average comes from 65% of whatever the amount that is billed to the customer?
What does "some minimums apply" mean?
Is the fuel surcharge in addition to or is a part of the weekly averages?
