    Our non-delivery event happened with our former carrier (FedEx Custom Critical). On that run, they paid full rate for the return after talking by phone to the shipper. We did not have to ask. They just did it.

    In ten years of expediting, we have never had a consignee refuse a delivery. It did happen once that no one was present to receive a delivery. Dispatch made calls and within an hour we were paid full rate to return the item to the shipper.
