If you have 3 trucks crossing the border, each one should have a transponder. The transponder identifies the truck and the load it's carrying if it's a FAST load. If the driver has no FAST card he can't clear freight using the FAST system. He can use PAPS and the transponder isn't needed for that.

There is no card called a CSA card. There is CDRP which is Canada only, and there is FAST which is good on either side. CSA is what the system for clearing automtive production into Canada is called and it does require barcodes. I don't think you can clear anything without either barcodes for...
