i wouldnt say the small carriers will be exempted, they can always choose to join TEANNA, but if not the carriers can choose to alter their rules like Load 1 did for CRE and do business anyways.

no, there are tons of steering wheel holders that are willing to be over the road for just a paycheck of any kind. There are quality drivers also who will work for whatever also, the point is finding a good driver !!
