I have Tab Bank with a mastercard debit card and I transfer my load advances from our comdata card to it by phone with no fee. It's really easy and simple.

If it specifically says do not deliver early then drag your feet, but if it doesn't then we always go straight through. That way it gives you more time to get on a board and get your next load. The longer you drag your feet on the current load is time taken away from getting another one. :)

Well at FedEx you might be able to turn down as many as you want and not drop to th ebottom of the board but you do get penalized if you don't keep up your 70% acceptance rate so that is still a form of forced dispatch just like Dave said.
