I thought...carriers had an English stipulation that one must be able to communicate as in read and write in english and comprehension???? If his is worse then hers...I can see some problem with that.

Ok ..let me put it another way...the policy is "no older then 5 years" BUT policys can change on a whim......and you prolly know someone that got on with them.
