The guy wasn't just walking down the street. He was walking back and forth in front of a store that has been robbed 3 times this month. It was the store owner that called the police because of a 'suspicious' character. The cop was doing his job.

Many of the newer wally mart stores are already using robotics in the store stockrooms. The robots bring the merchandise to a staging area for floor persons to take.
