I think ALL professional drivers should be tested....Train engineers, bus drivers, Truck drivers, heavy equipment operators..... further.....making us get a yearly DOT check up is crap as well....there are NO garantees in life

that doesn't answer the question......your scenerio makes them a risky driver to have on the road....lack of sleep/exhaustion.... a diabetic is not a bad driver make either.. neither just a risk factor....
