    With the new laws potentially creating new demand for such devices, it may well be that enterprising geeks or mechanics set up mobile services such that for a fee, a car can come to your truck to set and reset speed limiters for U.S. trucks crossing into the two provinces.

    You are correct. We could refuse every Canadian load ever offered and still do a good business. The problem is the carrier rule requiring WG trucks to be eligible to go into Canada, thus the requirement to activate speed limiters for two provinces, whether we ever go to Canada or not.

    The issue is with Ontario (and Quebec) first and my carrier second. Had the provinces not passed the truck speed limiter law, there woudl be no issue.

    And in western states, speeds are higher. So, depending on the point you want to make, the supporting scenario can be constructed and we can both be right. Just note that two of my examples above are real and the delivery scenario did not hapen anywher near home (it was Arizona).
