They don't pay per mile local it's a percentage based on the distance of the delivery and also the weight, number of pieces If I was better at algebra I could explain it better LOL

Alot of places can install cruise, probably cheaper than the dealer can...but if the dealer does it it will probably be a factory system, with the controls in the steering wheel etc.
