All amendments are subject to being amended or repealed. Not sure what you are getting at. The point is the law exists. That it didn't stick on Mr. Bagdasarian is not the point. There are no absolutes, only opinions... If there were, for instance, Mr. Bagdasarian would probably be in jail.
