This is one area where expediters are at a disadvantage . It's very obvious carriers don't pay contractors a fair and suitable FSC . OTR contractors for the most part increase their profit as fuel prices and FSC's increase as long s they keep their deadhead to a minimum .

I think these questions need to be asked to FECC . The IRP is probably issued in the state the carrier is based in , not where the truck owner resides . The mileage in each jurisdiction will be nowhere close to equal . Here again FECC cn give an estimate based on average mileage in each state...
