Seems like it would depend on what your steer axle is rated for - MI like many states has a 20K max on any axle so you can't use the full capacity of the drive and most trucks being 12K up front means 32K GVW.

That's if you DO have a load, when your trip is loaded into ACE the 1 hour is for ATS (automatic targeting system) to decide if it likes you or not - meaning whether or not your load will be looked at. If you are empty you don't even need an emanifest.

I pressed on and to answer my own question, you don't remove the the cover, instead you remove the single nut & bolt that passed though the floor and holds the assembly on. - you can do this after the floor mat is out. See this thread for more info...
