When I was at Con-Way, owners were paying T/T drivers totally different than the others. Some would do a straight mileage rate, some percentage and yet others a floating pay rate, that being depended on the load.
At CWNO they did not just bid on expedited for tractors, in order to keep the wheels moving, if they could not get you expedited then they loaded you with brokered, and backhaul freight.
So, the best pay rate for a tractor, is whatever you agree to with the owner. As with any other deal, whatever is equitable for both parties, is the best deal regardless what the rest of the industry is doing.
