The link below will take you to a 2001 study by a UK trucking industry trade group providing an overview of truck aerodynamics and the various products that improve truck aerodynamics. The study provides an unbiased overview of each device, a comparison of efficiency improvements and the return on investment period.

The study covers devices such as roof fairings, side fairings, air vortex generators, air dams and provides a good overview of air drag and the other factors contributing to increased fuel consumption.

If you are into this sort of thing, you will immediately see that this study took a LOT of time and expense to put together and that it has distilled the information into an easy to understand format.

Where do you find all this stuff? Now I feel obligated to work up a ground effects truck so I can be the first FL70 to get 20 mpg. I'll be the one going by at 80 mph. Maybe I need a stealth device too come to think of it.:) :) :)
