I got my Siri enhanced voice back. For what ever reason (most likely after a update), Siri (female version) started sounding like a robot with no emotion in her voice. After some searching I found the fix if this happens to you.
Turn OFF cellular data, turn OFF Siri.
Connect to wifi (why it only works on Wifi is still mystery)
Turn Siri back ON, go to voices, and it will down load the enhanced voice selected.
Set up "Hey Siri" if desired.
Turn Wifi back OFF, if desired, and cellular back ON, and done
Turn OFF cellular data, turn OFF Siri.
