New Safety Rating Methodology

Okay--I was bored and playing around on the FMCSA website and came across proposed changes to the scoring methodology. In the "CSA 2010--Comprehensive Safety Analysis 2010" document, there is a scoring section for Driver Fitness. One of the penalties listed is section 391.11b2 "Non-english speaking driver." I don't know if that is already a requirement, but if not--good!

It is a requirement,driver must be able to speak and understand the English language,doesn't have to do it perfectly,but has to understand it.There are plenty of Enflish speaking citizens that cant read,but they get along fine,the ones in question are the non english speaking drivers
