What is the procedure to reclaim GST spent by non-residents?

According to the information that I have seen
There is no refund for tax paid on:
1.) goods consumed in Canada
meals (restaurant, groceries)
alcohol
tobacco products
2.) services (doctor visit, dry cleaning, labour on your car repair)
3.) transportation (train, bus, plain)
iF YOU STAYED AT A MOTEL, OR ANYTHING LIKE THAT THERE IS A MINIMUN AMOUNT THAT YOU HAVE TO SPEND, LOOK ON THE SITE I SPECIFIED ABOVE
