Seems expensive, but that's a lawyer.
There are other services who can assist you, I don't know their rates but they would undoubtedly be lower.
The only fee CANADA itself wants would be a small administration fee.
It is the same for a Canadian who has a criminal record. The USA doe not allow a Canadian to enter without a waiver.
