    I believe that they are there to indicate, to emergency vehicles, that there is a "break" in the concrete barriers, 1000 yards ahead. This allows them to cross-over and head in the opposite direction.

    You would be welcome "down" here! Just learn to drop the "g" at the end of words that end in "ing". Learn to use the phrase "bless your heart" properly. AND stand up everytime you hear our anthem: Dixie! :+ :+ p.s. It would be helpful if you learn to like grits!(LOL)
