You would need to have some kind of guestimate regarding the mileage per gal of the vehicle involved. Once you have determined what the mileage is you can simply multiply the fuel consumed by the price per gallon and subtract it from the 60% and there is your answer. Hypothetically, $1000.00...

I believe it is a requirement because you might have to carry hazardous materials at one time or another.
