A cargo van can have a sleeper as long as the GVWR is under 10,001lbs. Sleeper regulations do not apply to any vehicle under 10,001lbs GVWR. If you are expediting with a van, you'll want to stay under that threshold weight anyway so that you won't have to log.

The short of it is this; If you are over 10,000gvwr your sleeper has to be 75"x24"x24". It has to be separate from the cargo area and easily accessable from the cab area. The sleeper also must have proper ventilation and an emergency exit door. You must also have an inner spring matress or 4"...
