Windshields must be free of discoloration or damage in the area extending upward from the height of the top of the steering wheel, excluding a 2 inch border at the top of the windshield and extending from a I inch border at each side of the windshield or windshield panel. Acceptable damage is a crack that is not intersected by any other crack, and damage, such as a rock chip that can be covered by a ¾ inch disc, such as a 25 cent piece. Any other damage will subject the driver to one severity weight point.
Federal out of service criteria places in a restricted service condition, any vehicle that has a crack or discoloration in the windshield area that lies with the sweep of the driver’s wiper blade. In addition to the one point violation, two additional points are awarded for the out of service condition.
