Am missing something I thought tolls were included in fecc new pay plan

Article 6, paragraph 4(f) says they will pay tolls for all non-DHPL miles.
This applies to all drivers that we would like to maintain status in the fleet.
If by past performance we feel that a driver is replaceable, we'll let them pay their own tolls, allowing frustration to build.
