I could be wrong but I would think this would only apply if you are hauling under a FEMA order such as happens after hurricanes and other natural disasters.
Don't think I would want to get into an argument with a DOT officer over the exemption if I didn't have direct written authority accompanying each load.....

Yes you need paperwork from the shipper that the load is ELD exempt.

Not to mention having just crossed the country the tractor-trailer traffic is about half of normal so I don't think the exemption will help anybody get a load.
