Ok, i might be mistaken , but i dont think so...the "Post a New Topic tab" use to be bith at the top and the buttom of each forum...now it is only at the buttom...it is just my browser?? I am on internet explorer...

Same here .... So I just open the Forum Actions tab and get it from there
