If the lead agency determines that there is a reasonable likelihood that the project will have similar environmental impacts as a similar project in geographical proximity to the project, and that similar project was subject to environmental review or similar State procedures within the 5-year period immediately preceding the date that the lead agency makes that determination, the lead agency may adopt the environmental document that resulted from that environmental review or similar State procedure. The lead agency may adopt such an environmental document, if it is prepared under State laws and procedures only upon making a favorable determination on such environmental document pursuant to paragraph (2)(A).

This Act may be cited as the Responsibly And Professionally Invigorating Development Act of 2015 or as the RAPID Act. HR-348......No wonder nothing gets done, the first paragraph would take sometime to figure out and the whole HR348 reads like Greek----lawyers.........aspirin anyone??? How many in here ever heard of the RAPID ACT HR 348?

Yeah, if mean, "Lookit, we JUST did the same thing across the street less than 5 years ago. The environmental impact of this project is the same as that project, so there's no reason to waste time and money on doing a new impact study. Take the study from the other project, slap this name and address on it, and we're good to go."

Compared to insurance policies, that was crystal clear. I've read some insurance argle bargle that makes no sense, even though I know what every single word means - they're strung together in a way that is impossible to decipher. Who needs encryption programs, when this is free?
