Every carrier that I have spoken with has required a CDL-C.

Some of the top tier carriers also require "X" number of months experience OTR...even for a cargo van.

My belief is that their insurance companies are pushing them into more stringent guidelines.

Of course, considering what I have seen lately...it's no wonder insurance companies are freaking out.

For instance, a driver talking on his cell (held between his head and shoulder), has the CB mic in his hand, punching in an address on his GPS and trying to load a CD all at the same time.

Drivers! Spend a few bucks and get a headset. Please stop trying to kill me by talking on your cell and holding it in your hand. My wife and children will love you for it.

Correct - most carriers require a C-CDL to drive a cargo van.

Our company legal guru strongly suggested the CDL as he did pushing the head sets for our drivers.

SAFETY SAFETY SAFETY - that is part of the game we play.

Just keep in mind that handheld or headset, the distractions have been shown to be the same. A headset keeps both hands on the wheel, but it doesn't lessen reaction times.

mcclain, what was the reasoning the company legal guru had for suggesting a cdl for a cargo van other than to haul hasmat?

I am surprised that you are not having your insurance company tell you how to mitigate risk in your new startup carrier. They would be the first one I would be talking to, not the company lawyer - I would have him/her sit in the meetings but they are the one who is insuring you.

A Class C without an endorsement of some kind (HAZMAT or Passenger) does not exist. Without the endorsement, it's just a regular ol' operator's license. Requiring a CDL with an endorsement does several things. One, it forces the driver to make an effort beyond that of his regular license. It forces him to take the CDL test, plus study (and comprehend) for the endorsement. People with a CDL, and HAZMAT endorsement in particular, tend to better understand what is going on out here on the road and tend to be more professional than those who haul freight without a CDL (exceptions on both ends, to be sure).

Shippers, police offers, border guards, anyone who needs to see a copy of your license will not give as much weighted respect to someone hauling freight without a CDL. In some cases they may even be a little more suspicious of those without CDL's. A HAZMAT endorsement indicates to these folks that you actually do know your donkey from a hole in the ground (even if you don't).

Finally, someone with a CDL has passed the muster to drive a commercial vehicle, and will take, and are expected to take, more of the responsibility when things go wrong. If something goes wrong with a non-CDL driver, the carrier had better have all their eyes dotted and their tees crossed, cause they're gonna get scrutinized closely.
