Has anyone out there been ticketed by this guy? He apparently collects for fines from multiple states. Any feedback? Has anyone ever dealt with multiple state fine collectors before? What stops the collector from keeping the money and not paying the fine?

Could you tell us a bit more about him? I've never heard of him. When you get a ticket, you send the fine to the jurisdiction where you got the ticket. Why would someone give this guy money?

This is practiced overseas and south of our border but we did away with on the spot payments like a long long time ago.

How can he ticket anyone unless he is a cop and if he is, then his jurisdiction is limited to just that, his jurisdiction.

I think it would be a prudent thing that when faced with this issue on the side of the road is to call the cops to see what the deal is.

The OP just doesn't make sense to me. He says the guy gives tickets, then he says he collects fines from multiple states. I've never heard of someone that does both those things.

I heard a similar story from a driver who was traveling with two other drivers in the boonies, I think in Arkansas or Louisiana. A sedan followed them, and he called this guy on the CB and ordered him to pull over. The sedan didn't have any flashing lights or markings, and the driver debated whether or not to pull over, but he eventually did. The driver of the sedan had a uniform on and a very officious manner. He issued him some kind of citation, I don't remember what for. There was some debate on the roadside over the authenticity of the citation and of the officer himself. The driver did some checking later. The situation was a bit murky but he ended up paying the fine. He was never quite sure of the officer's actual title or jurisdiction, but iirc the fine was small and he thought it better to pay than have his license suspended or have a spot on the map he could never go again.

There is no obligation to stop for a unmarked car. I would keep going. Story sounds like BS.

Please give us some more info on this no stop thing. My wife was told in no uncertain terms by a PA State Trooper that she was REQUIRED to stop or she would be arrested. This was after I told her never to stop, more so at night, for an unmarked car. I told her to drive to a police station or some well lit and populated area. (pre cell phone days)

That still applies. We had a unmarked one time try to stop us and I didn't stop until a marked car showed up. We simply told them we haul government loads and don't stop unless they can be identified. I would call 911 and say you are being followed and need a confirmation it is a law enforcement officer.
No way an arrest would hold with the cop being in a unmarked vehicle no matter the state.

These days I would not only get on the cell but if I was in the "big truck" I would hit the panic button. Thanks for the info.

This sounds like collection agency. Some states have turned over uncollected tickets to collections agencies who will get x amount of each dollar collected.

Even if they are trying to collect on a ticket, there are procedures setup in each state to allow a person to pay the ticket with fees added in.

BUT with that said, I have had a bunch of "fun" experiences with 'debt collectors' in the past 6 years and found out about this;

I feel you pain. I am starting to feel like Greece. I wonder when those of us who have been bailing out big companies and countries are going to be bailed out?
