Canada IFTA question and fuel at the bridge

Is buying fuel on the US side of the Ambassador Bridge considered to be Michigan fuel for tax purposes? I remember a couple of years ago, Michigan shut their pumps down over this issue. Apparently, it was resolved.

Also, those who are predominately driving in Canada from Michigan, how do you deal with IFTA? Do you buy in Michigan, and just eat the fuel taxes? Or do you sometimes buy in Ontario?
