Milwaukee 18V 1/2" cordless impact would be my tool of choice to operate that. It won't be cheap but when you need it you'll be really glad you have it.

The only drawback I see is how it tilts. Not being hugely familiar with the skids moved in the expediting world, but being familiar with how off balance they can be in the LTL world, I could see bad words entering when you have a pallet raised and then discover how off balance it really is involutarily...
