FET and Fuel Tax Question (Class 7 vs 8)

In talking with a Tri-State recruiter, they said they only lease to trucks with single rear axles because rear tandems (even with 1 drive and a tag ax), put
them "into a different fuel tax catagory." I don't get this -- can someone please explain? I thought state fuel tax was approtioned by milage only. Either
GVW or the number of axles factor into this somehow. As I'm considering stepping up to a Class 8 frame to run expetited/express, I need to undersatnd
the consiquences of my choices before I go the Class 8 route.

Next, at what point does the 12% FET come into play when buying a new truck? A certain GVW? A certain "Class." Or is this an axle count thing, too?

My little enquireing mind wants to know.

I fill out IFTA tax forms for two trucks I have nothing reguarding the weight or gvw that would into to reporting. Just where you buy fuel how much you buy. Don't belive recruiter was correct.There is a federal road use tax for vehicles over 50,000 registered gross weight.
