The last safety director at Con-Way Now had a similar cart. His had a QC unit on the roof so he could send asinine safety messages while he waited for his 09:00 tee time.
That truck cart was made by Classy Carts in Wooster, OH. They specialize in Peterbuilt golf carts. 
My stepdad lives in The Villages in Florida, where the golf cart is the mode of transportation of choice. And they go all out with them.
This one belongs to a guy who lives around the corner from my stepdad.
